Inspector General of Registration (IGRS) Tamil Nadu or TNREGINET is an online portal developed by the Government of Tamil Nadu to simplify the registration process (marriage, birth, death, firm, chit fund, etc.). You can also check or search for encumbrance certificate through this portal.

Step 1: Log in to Inspector General of Registration (IGRS) Tamil Nadu official website at TNREGINET Portal.

Step 2: On the left-hand side of the page, you will find “E-Services” tab on the menu bar.

Step 3: Put your cursor on it; it will show “Encumbrance Certificate”.

Step 4: Move your cursor to “View EC” and click on it.

Step 5: You will be redirected to another page where you have to select from two options— “EC” or “Document-wise”.

Step 6: If you select ”EC”, you have to fill in the required fields, including zone, district, Sub-Registrar Office, EC start date, EC end date, and village, among others.

Step 7: Enter the captcha and click on the “search” button to check the concerned EC certificate.

Step 8: Alternatively, you can view a certificate by selecting the “Document-wise” option.

Step 9: Upon selection, fill in the required fields, including Sub-Registrar Office, document number, year, and document type.

How to obtain an EC?

The EC for a property is provided at the sub-registrar’s office in which the property has been registered. To ascertain the transactions that have taken place concerning a property-

• Application is to be made to the registration office for an EC, along with an attested copy of proof address, details about the property, its title details, and the fee applicable for obtaining the Certificate.

• The officer will inspect the Indexes for details in the specified period.

• An Encumbrance Certificate with the details of the transactions in the specified period, or if no transactions have taken place, a Nil Encumbrance Certificate (NEC), is issued.

• The certificate is issued 15-30 days from the date of application.

• The forms of the applications and certificates are specified in the annexures to the rules of the Registrations Acts of the respective states. Usually, an application is made in Form No. 22 and the EC are issued in Form No. 15, NEC in Form No. 16 of the respective state rules.

Land, marriage registration appointments

Registering land documents and marriages has become hassle-free: apply online for appointments and head to the office at specified time. The Registration Department website ( >http://www.tnreginet.net) provides the link to online appointment. Booking of appointment can be done one month in advance. Visitors will have to indicate any one of the time slots given (10 a.m. to 11 a.m., noon to 1 p.m., and 2 p.m. to 3 p.m.). Six tokens will be issued for each of the time slots. On completion of the online registration process, a reference number will be provided to the applicant. The applicant has to go the sub-registrar office on the day mentioned and also carry a print out of appointment.

STAR 2.0

The portal, STAR 2.0 (Simplified and Transparent Administration of Registration 2.0), eliminates the need for office visits. The portal is user-friendly and approvals are granted online.

An encumbrance refers to any charge created on any asset, more often used in the context of real estate. An Encumbrance Certificate or EC is a certificate of assurance that the property in question is free from any legal or monetary liability such as a mortgage or an uncleared loan.
