Summary: The Union Minister for Social Justice & Empowerment, Dr Virendra Kumar has launched the Central Sector scheme titled “SMILE”. SMILE stands for Support for Marginalized Individuals for Livelihood and Enterprise. This umbrella scheme, designed by the Department of Social Justice & Empowerment, is set to provide welfare and rehabilitation to the Transgender community and the people engaged in the act of begging.

SMILE Scheme Online Registration Process

 the Ministry of Social Justice and Empowerment has formulated a scheme “SMILE – Support for Marginalized Individuals for Livelihood and Enterprise”. It includes a subscheme – ‘Central Sector Scheme for Comprehensive Rehabilitation of persons engaged in Begging’. All those citizens who have registered themselves on the national portal developed for transgender citizens are eligible to get the benefit of this scheme.

Procedure to Apply Online SMILE Scheme Application Form 2022

Step 1- Visit the Official Website of the SMILE Scheme i.e. transgender.dosje.gov.in.

Step 2- On the Homepage, Click on the Option “Apply Online” button.

Step 3- The application Form page will be displayed on the screen.

Step 4- Now enter the required details and upload documents.

Step 5- Click on Submit Button for the final submission of the application.

Note: The government has just announced the launch of the Smile scheme. Soon the official website will be launched by the government to apply under this scheme. As soon as the government provides information about the application related to this scheme.

The Smile scheme has been launched by the central government with the aim of bringing transgender citizens into the mainstream. Through this scheme, the benefit of the Ayushman Bharat scheme will be provided to transgender citizens. Apart from this, scholarships will also be provided to transgender children to complete their studies. The new umbrella scheme aims to provide welfare measures to the Transgender community and the people engaged in the act of begging. The scheme will give the necessary legal protection, social security and a promise to a secured life to the targeted group. 

Sub Schemes of Smile Scheme

The SMILE scheme comprises two sub-schemes. These are:

‘Central Sector Scheme for Comprehensive Rehabilitation for Welfare of Transgender Persons’.

  1. Scholarships for Transgender Students: Scholarships for students studying in IX and till post-graduation to enable them to complete their education.
  2. Skill Development and Livelihood: Skill Development and Livelihood under PM-DAKSH scheme of the Department.
  3. Composite Medical Health: A comprehensive package in convergence with PM-JAY supporting Gender-Reaffirmation surgeries through selected hospitals.
  4. Housing in the form of ‘GarimaGreh’: Shelter Homes ‘Garima Greh’ where food, clothing, recreational facilities, skill development opportunities, recreational activities, medical support etc. will be provided.
  5. Provision of Transgender Protection Cell: Setting up of Transgender Protection in each state to monitor cases of offences and to ensure timely registration, investigation and prosecution of offences.
  6. E-Services (National Portal & Helpline and Advertisement) and other Welfare Measures.

‘Central Sector Scheme for Comprehensive Rehabilitation of engaged in the act of Begging’.

  1. Survey and identification: Survey and Identification of beneficiaries shall be carried out by the Implementing Agencies.
  2. Mobilisation: Outreach work will be done to mobilise the persons engaged in begging to avail the services available in the Shelter Homes.
  3. Rescue/ Shelter Home: The shelter homes will facilitate education for children engaged in the act of Begging and children of persons engaged in the act of Begging.
  4. Comprehensive resettlement.

  • Applicant must be a permanent resident of India.
  • Applicant must be transgender.

Objectives of SMILE Scheme 2022

Union Minister for Social Justice and Empowerment Virendra Kumar on Saturday (February 12) launched the Central sector scheme ‘SMILE: Support for Marginalised Individuals for Livelihood and Enterprise’ aimed to provide welfare and rehabilitation to the transgender community and the people engaged in the act of begging. The health insurance facility will be provided to transgender citizens through this scheme. This health insurance will be up to ₹ 500000. Apart from this, scholarships will also be provided to transgender children. This scholarship will be provided from ninth grade to graduation level. The scholarship amount will be Rs 13500. Transgender children will also be able to get an education through this scheme. 

Benefits and Features of Smile Scheme

  • The Smile scheme has been launched by the central government with the aim of bringing transgender citizens into the mainstream .
  • Through this scheme, the benefit of Ayushman Bharat scheme will be provided to transgender citizens.
  • Apart from this, scholarships will also be provided to transgender children to complete their studies.
  • All those citizens who have registered themselves on the national portal developed for transgender citizens are eligible to get the benefit of this scheme.
  • This scheme has been launched by Social Justice and Empowerment Minister Dr. Virendra Kumar.
  • A budget of Rs 365 crore has been set for the operation of Smile scheme from 2021-22 to 2025-26.
  • About 60000 citizens will be benefited through this scheme.
  • Under the SMILE scheme , a healthy insurance cover of up to ₹ 500000 will be provided to the beneficiaries.
  • Transgender citizens will also be able to undergo gender reformation surgery through health insurance.
  • This scheme is a part of the health benefit package available under the Ayushman Bharat scheme in collaboration with the National Health Authority.
  • Apart from this, hormone therapy has also been included in health insurance.
  • Scholarship will also be provided to the children through this scheme.
  • All transgender students from ninth grade to graduation level can get scholarships to complete their education.
  • Under this scheme, post matric and pre matric scholarship will be provided which will be Rs 13500.
  • Apart from this, from training to placement and employment opportunities will also be provided.
