Kerala Saranya Self Employment Scheme Eligibility Criteria

Beneficiary Guidelines
  • A woman must be a permanent resident of Kerala state.
  • A woman from these categories Widowed, Destitute, Unmarried Mother, Spinsters of more than 30 years of age, Deserted and Divorced are eligible for the scheme.
  • A woman must be registered as unemployed at Employment Exchange.
  • A woman must in the age group of 18-55 years of age.
  • Her family’s annual income must not exceed Rs. 1,00,000 per year.
  • Educational qualification must suit the further track opted by the applicant.
  • Woman with technical qualification or with some professional education is eligible for the scheme.
  • The woman at the time of applying must not be enrolled in any educational institution (Students are not allowed to enroll for the scheme).

Category Definition
Widow Widows mean those women whose husbands have deceased and they have not remarried to date. Widow certificate is to be obtained from the village officer or president of gram Panchayat or chairman of the municipal corporation or Mayor of the corporation
Divorced women Those women who are divorced by their husband came under the category and have received the divorcee certificate by the court or by their religious organisation. Under this category of women there is no boundation of religion. It should be stated in the divorce certificate that the woman have still not remarried at the time of application
Deserted woman Deserted women are those women who are deserted by her husband or her husband is missing from the last seven years. These women are required to produce certificate from the tahsildar and in the certificate it should also be stated that she has not remarried till date
Spinsters Those women who have completed the age of 30 years as on 1st April of the year and are unmarried. The certificate is required to be obtained from the village officer.
Unmarried mothers Those women who belong to the scheduled tribe category who have become mothers without getting married. Unmarried mothers are required to obtain a certificate from village officer in which it will be clearly stated the caste and community of the women

Kerala Saranya Self Employment Scheme 2022: Kerala Saranya Loan Yojana Online Application Form PDF Download – Saranya is a self-employment scheme for women in Kerala. Saranya scheme by the Kerala Government aims at uplifting backward and segregated women like widows, divorced women, deserted women, spinsters above the age of 30 and unwedded mothers of Scheduled Tribe. Under Saranya scheme, an interest-free bank loan of up to Rs. 50,000 is provided for commencing self-employment ventures.

Kerala Saranya Loan Yojana 2021

Interest free loan of upto Rs. 50,000 is given for starting self-employment ventures, out of which 50% is re-imbursed as Government subsidy subject to a maximum of Rs. 25,000/- through Employment Department. Repayment will be in 60 equal monthly installments.

If the venture requires an amount above the limit of Rs.50000/, the applicant has to remit her beneficiary contribution of 10% of that amount. More over, the beneficiary has to remit 3% as interest at flat rate for the amount she avails in excess to Rs. 50000/.

For ventures that are running successfully and have repaid atleast 50% of the loan amount, additional loan amount subject to a maximum of 80% of the original loan amount at nominal interest rates is eligible for expanding the venture.

Implementation of Kerala Saranya Self Employment Scheme

  • Application forms are available free of cost from the Employment Exchange where the candidate is registered and is to be submitted there along with the detailed project report and income certificate from the village officer.
  • Primary verification of the application will be conducted at the Employment Exchange regarding the correctness of the data filled in the application, income certificate, community certificate, certificate regarding their marital status etc. Then if it is submitted in the Town Employment Exchange, it will be forwarded to the District Employment Exchange concerned.
  • Scrutinized applications are submitted by the District Employment Officer to the District Committee for sanctioning loans. Sanctioning authority is the District Committee for Saranya where District Collector is the Chairman and District Employment Officer is the Convener. The government of Kerala is the appellate authority.
  • The loan amount is directly sent to the bank account of the applicant from the Employment department. The beneficiaries of the Saranya Self Employment Scheme will be considered for the regular vacancies only and not for the temporary vacancies.

Monitoring of Kerala Saranya Self Employment Scheme

  • The Director of Employment is the controlling officer of the scheme.
  • The scheme is monitored through the District Employment Officers and Employment Officers of Town Employment Exchanges.
  • If the beneficiary does not repay 3 consecutive installments, two reminders will be sent. If no reply is received, revenue recovery action to realize the loan amount with interest will be initiated. Moreover, if it is found later that the loan amount is utilized for other purposes than the project sanctioned; the full amount including the subsidy will be recovered through revenue recovery.
