Procedure to Apply Online Apprenticeship Training Application Form under NAPS 2022

Apprenticeship Grievance Registration

National Apprenticeship Promotion Scheme Eligibility Criteria

Beneficiary Guidelines

For Employers

  • It is mandatory for the employer to have a TIN/TAN number
  • The employees must register on the apprenticeship portal
  • Employers are required to have Aadhar linked bank account
  • It is also mandatory for the employer to have EPFO/ESIC/FACTORY/COOPERATIVE/MSME registration number
  • Employers are required to engage apprentices in a band of 2.5 % to 10% of the total strength of the establishment

For Apprentices

  • Apprentices must register on the portal
  • All the apprentices must have an Aadhar number
  • Must have a minimum age, educational qualification, and physical qualification prescribed for trade
  • All the requirements of the apprentice’s act should fulfil.
  • Apprentice must have completed at least 14 years of age

For Basic Training Providers

  • BTPS are required to have Aadhar link bank account
  • Basic training providers must be physically verified by RDAT
  • BTPS must register on the portal

NAPS was launched in August 2016 by the Government of India to encourage apprenticeships in the country by providing financial incentives, technology and advocacy support.

The scheme has the following two components:

1. To share 25% of the stipend per month per apprentice, maximum Rs. 1500 / – with the employer.

2. Sharing of basic training cost per apprentice maximum of Rs 7,500.

What is National Apprenticeship Promotion Scheme?

National Apprenticeship Promotion Scheme (NAPS) is a scheme of Government of India to provide financial support to establishments undertaking the apprenticeship training. NAPS was launched on 19th August 2016.

What is Apprenticeship Training?

Apprenticeship training is a course of training in an industry or establishment, under a contract of apprenticeship which consists of :-

a) basic training component and
b) on-the-job-training (OJT)/practical training at workplace.

Types Of Apprenticeship Training

Basic training: Basic training consists of theoretical and practical/ lab instructions segment of every Apprenticeship Program syllabi related to a particular trade post which on-the-job-training is imparted to the apprentice. Basic training is an essential component of apprenticeship training for those who have not undergone any institutional training/skill training before taking up on-the job training/practical training

On-the-job-training (OJT): OJT is practical training imparted at the workplace premises of an establishment. Under on the job training practical exposure is given to the applicant so that he or she can perform their task perfectly. The training cost under the on the job training is also shared by the government up to a certain limit so that training can be promoted.

Apprentice Act, 1961

The Apprentices Act, 1961 was enacted with the objective of regulating the programme of training of apprentices in the industry by utilising the facilities available therein for imparting on-the-job training. The Act makes it obligatory for employers to engage apprentices in designated trades to impart apprenticeship training on the job in industry to school leavers and ITI pass outs, Graduates engineer, Diploma holder and Certificate in 10+2 vocational stream to develop skilled manpower. Under this act the band of 2.5% is increased to 10% of the total workforce. Optional trades are also introduced. Under the amendment stringent clauses like imprisonment and allowing industries to outsource basic training have been removed.

NAPS Eligibility / Requirements for Basic Training Providers (BTP)

All the Basic Training Providers (BTP) must fulfill the following conditions to avail benefits of NAPS Scheme 2020-2021:-

  • Govt. and Private ITI having spare seats with in overall sanctioned seats.
  • Establishments with in-house basic training facilities.
  • BTP set up/supported by industry clusters.
  • Physical verification of basic training facilities by RDAT.
  • BTP must have Aadhar linked bank account.

Implementing Agencies Of National Apprenticeship Promotion Scheme

The Regional Directorate of Skill Development and Entrepreneurship (RDESE) under the Directorate General of Training (DGT) is the implementing agency in all areas of the Central Government in respect of all the “designated trades” under the Act for their respective establishments. The CEOs of the National Skill Development Corporation (NSDC) and the Area Skills Council are the implementing agencies in their areas with respect to “alternative trades” for establishment under the jurisdiction of the Central Government.

Fields Of National Apprenticeship Promotion Scheme

  • Designated trade: The designated trades are all those trades or occupations that are notified by the government. Presently there are 259 designated trades which are available for apprenticeship training. The list of all these os available on apprenticeship portal
  • Optional trade: Optional trade are all those trades or occupations that are determined by the employer. These fields may be in engineering or non engineering or technology or any vocational course field.

Objectives of National Apprenticeship Promotion Scheme 2022

SCHEME OBJECTIVE
  • NAPS was launched with an ambitious objective of increasing the engagement of apprenticeship from 2.3 Lakhs to 50 Lakhs cumulatively by 2020.
  • Through the National apprenticeship promotion scheme, the government will share the apprenticeship cost with the employer so that the financial burden would not fall on the employer alone.
  • To provide skills that are in demand, to the students in a dynamic manner.
  • To establish an ‘earn while you learn’ system into higher education.
  • To help the business/industry in securing good quality manpower.

Major Benefits: Processing Of Claims Under National Apprenticeship Promotion Scheme

BENEFICIARY BENEFITS
Under the “National Apprenticeship Promotion Scheme” (NAPS), the Government of India stipends support and sharing of the cost of basic training with a cumulative target of training 50 lakh youth during  Financial Year 2016-17 to 2019-20. Following are the details of financial support components under NAPS:

  • Stipend support: reimbursement of 25% of prescribed stipend subject to a maximum of Rs 1500/- per month per apprentice with employers. The stipend support would not be given during the basic training period for fresher apprentices
  • Sharing of cost of Basic Training: @ Rs7500/- for a maximum of 3 months or 500 hours in respect of apprentices who come directly to apprenticeship training without any formal trade training. The government is not providing any supplementary fiscal assistance to the States to make NAPS more fruitful.

  • National Apprenticeship Promotion Scheme (NAPS) is a national scheme for providing skill training to ITI students / Freshers / MES Pass-outs / PMKVY candidates.
