Summary: India will remain under lockdown for another 19 days till May 3 after the government decided to extend the 21-day lockdown on Tuesday. The Ministry of Home Affair has issued detailed guidelines regarding services that’ll remain operational and those not.

The Ministry of Home Affairs (MHA) on Wednesday (15th April 2020) issued detailed guidelines/notification on the second phase of lockdown which is called Lockdown 2 or lockdown 2.0.

New guidelines for Lockdown in India : After 20th April
Here are ten top takeaways from the National Directives:
1. Wear face covers. The government has made them in workplaces and in public spaces. It has already published a manual on making them at home.
2. You will be fined for spitting in public places.
3. Substances like gutka, tobacco and alcohol have been banned.
3. Gatherings of more than five people aren’t allowed in public spaces or in any organisation — supervisors should see to that. District magistrates have been asked to regulate events like marriages and funerals.
4. Workplaces have been asked to implement specific measures to contain the spread of the virus, including staggered lunch breaks, a gap of one hour between shifts, and encouraging work-from-home arrangements for some employees, such as senior citizens older than 65.
5. Government and private employers have been asked to encourage employees to download the contact tracing app Aarogya Setu.
6. Organisations have been asked to sanitise workplaces between shifts.
7. There should be no large meetings.
8. A standard operating procedure on social distancing has been created for workplaces, factories and other establishments. (See tweet below.)
9. District magistrates will enforce the new National Directives. Penal action, including fines, will be based on the Disaster Management Act, 2005.
10. The government has also released guidelines for states and Union Territories to help them manage the coronavirus outbreak.
WHAT’S OPEN DURING LOCKDOWN 2.0
- All kinds of essential services have been exempted from restrictions. These services include all health workers — doctors, nurses, hospital staff, and sanitation workers.
- Media persons belonging to print and electronic media have also been exempted from lockdown, though they too can’t enter the containment zones, also known as hotspots.
- Homes of children, disabled, mentally challenged or senior citizens, women, among others will also remain open.
- Movement, loading or unloading of goods cargo — both inter or intrastate — will be allowed.
- MNREGA works are allowed with strict implementation of social distancing and use of face mask.
- Hotels, homestays, lodges and motels will remain operational.
- Services provided by self-employed people, including electrician, IT repairs, plumbers, motor mechanics and carpenters will also remain operational.
- Industries in rural areas, SEZs, and EOU zones, units making essential goods, food processing units, IT hardware companies, coal production will be allowed to function.
- Construction of roads, irrigation projections, buildings and all kinds of industrial projects, including MSMEs, in rural areas and construction of renewable energy projects will be allowed.
- The government will also ease restrictions for farmworkers since the rabi crop harvest season has started in states like Punjab, Haryana and Uttar Pradesh.
- All security personnel, including police and security forces, are also exempted from the lockdown.
- All kinds of essential service agencies, including cook gas agencies, fuel pumps, ration shops, wholesale and retail shops and vegetable mandis, will remain open.
- Pathology labs will also be allowed to operate amid the lockdown. Notably, the government has also roped in various private labs to conduct COVID-19 tests.
- Goods trucks carrying goods — weather or not essential goods — within states and outside states will be allowed to operate during the extended lockdown period.
- People in areas not identified as containment zones are allowed to go out to buy essential items like ration, vegetables, milk, etc.
- IT services for essential services, internet and telecommunication services will also remain open.
Lockdown 2.0 Guidelines: जानें 20 अप्रैल से किसे-किसे मिलेगी छूट
– लॉकडाइन के पहले 21 दिनों की तरह 3 मई तक चलने वाले दूसरे चरण में भी हेल्थ सर्विसेज चालू रहेंगी।
कृषि और पशुपालन उद्योग को क्या-क्या छूट
– खेती से जुड़ी सभी गतिविधियां चालू रहेंगी, किसानों और कृषि मजदूरों को हार्वेस्टिंग से जुड़े काम करने की छूट रहेगी
– कृषि उपकरणों की दुकानें, उनके मरम्मत और स्पेयर पार्ट्स की दुकानें खुली रहेंगी
– खाद, बीज, कीटनाशकों के निर्माण और वितरण की गतिविधियां चालू रहेंगी, इनकी दुकानें खुली रहेंगी
– कटाई से जुड़ी मशीनों (कंपाइन) के एक राज्य से दूसरे राज्य में मूवमेंट पर कोई रोक नहीं रहेगी
– मछली पालन से जुड़ी गतिविधियां, ट्रांसपोर्ट चालू रहेंगी
– दूध और दुग्ध उत्पाद के प्लांट और इनकी सप्लाई चालू रहेगी
– मवेशियों के चारा से जुड़े प्लांट, रॉ मटिरिलय की सप्लाई चालू रहेगी
इन इंडस्ट्री को लॉकडाउन 2.0 में छूट
– ग्रामीण क्षेत्रों में (जो म्यूनिसिपल कॉर्पोरेशन या म्यूनिसिपलिटी के तहत न हों) काम करने वाले उद्योगों को छूट
– दिशा निर्देश के मुताबिक, ग्रामीण क्षेत्रों में व्यवसायिक गतिविधियों को सीमित दायरे में इजाजत दी गई है। दिशा निर्देश के मुताबिक ग्रामीण क्षेत्र में इंडस्ट्री को मुक्त रखा गया है, लेकिन शर्त यह है कि वह शहरी एमसीडी के क्षेत्र में नहीं आता हो। जिन क्षेत्रों को रियायत दी गई है उसमें स्पेशल इकॉनमिक जोन भी शामिल हैं, लेकिन इन क्षेत्रों में सामाजिक दूरी बनाए रखना होगा।
-स्पेशल इकनॉमिक जोन में मैन्यूफैक्चरिंग और दूसरे औद्योगिक संस्थानों, निर्यात से जुड़ी इकाइयों को शर्तों के साथ छूट। यहां ये उद्योग अपना काम शुरू कर सकते हैं लेकिन उन्हें वर्करों को अपने परिसर में ही ठहराने का भी इंतजाम करना होगा। वर्करों को वर्कप्लेस पर लाने की जिम्मेदारी नियोक्ता की होगी और उसे इस दौरान सोशल डिस्टेसिंग के मानकों का पालन करना होगा।
– दवा, फार्मा, मेडिकल डिवाइसेज समेत जरूरी सामानों के निर्माण और रॉ मटिरियल्स से जुड़ीं इकाइयों को छूट
-ग्रामीण क्षेत्रों में फूड प्रोसेसिंग यूनिट्स को काम करने की इजाजत
-आईटी हार्डवेयर के निर्माण की छूट
-पैकेजिंग मरटिरियल्स की मैन्यूफैक्चरिंग यूनिट्स को छूट
-जूट इंडस्ट्री को छूट, अलग-अलग शिफ्ट में सोशल डिस्टेंसिंग का ख्याल रखते हुए
-ग्रामीण इलाकों में ईंट भट्ठों को इस बार छूट
– खाद्य प्रसंस्करण, आईटी हार्डवेयर, कोयला उद्योग, खान उद्योग, तेल रिफाइनरी इंडस्ट्री, पैकेजिंग इंडस्ट्री और जूट उद्योग को राहत दी गई है। ये उद्योग 20 अप्रैल से काम कर सकेंगे। इसके साथ साथ ग्रामीण क्षेत्रों में ईंट भट्ठे चलाने को भी इजाजत दी गई है। सड़क निर्माण, सिंचाई प्रोजेक्ट और बिल्डिंग निर्माण कार्य को भी प्रतिबंध के दायरे से मुक्त कर दिया गया है।
इन निर्माण गतिविधियों को छूट
– सड़क की मरम्मत और निर्माण को छूट, जहां भीड़ नहीं हो
– सड़क निर्माण, सिंचाई परियोजनाओं, बिल्डिंग निर्माण को छूट
– ग्रामीण क्षेत्र में सभी तरह के इंडस्ट्रियल प्रॉजेक्ट्स (सूक्ष्म, लघु और मध्यम उद्योगों समेत) को छूट
-रीन्यूएबल एनर्जी के निर्माण को छूट
-शहरी क्षेत्रों में भी कंस्ट्रक्शन वर्क को छूट लेकिन सिर्फ उन्हीं को जहां साइट पर ही वर्कर उपलब्ध हैं
अब मुंह ढकना जरूरी, थूकने पर लगेगा जुर्माना
प्लंबर, कारपेंटर, मोटर मकैनिक को भी छूट
– इसके साथ साथ इलेक्ट्रिक, आईटी, मोटर मैकेनिक, प्लंबर, कारपेंटर इन सब को छूट दी गई है। ये लोग 20 अप्रैल के बाद सामाजिक दूरी बनाते हुए अपना काम जारी रख सकते हैं।
बैंकिंग, पोस्टल सर्विसेज
– बैंक शाखाएं, एटीएम, पोस्टल सर्विसेज चालू रहेंगी
– ऑनलाइन टीचिंग और डिस्टेंस लर्निंग को प्रोत्साहित किया जाएगा
ग्रामीण रोजगार के लिए छूट
– मनरेगा के काम की इजाजत रहेगी, सोशल डिस्टेंसिंग का सख्ती से पालन करते हुए
– मनरेगा के कामों को सोशल डिस्टेंसिंग का सख्ती से पालन करते हुए किया जाएगा
– मनरेगा में सिंचाई और वॉटर कंजर्वेशन से जुड़े कामों को प्राथमिकता दी जाएगी
इमर्जेंसी में प्राइवेट गाड़ियों के मूवमेंट को शर्तों के साथ इजाजत
– इमर्जेंसी के हालात में फोर वीलर में ड्राइवर के अलावा केवल एक ही रहेगा
– दुपहिया पर सिर्फ एक ही शख्स यानी उसका चालक सवार हो सकता है, उल्लंघन करने पर जुर्माना
– कोई शख्स क्वारंटीन किया गया है मगर नियमों का उल्लंघन करता है तो आईपीईस की धारा 188 के तहत कार्रवाई
– तेल और गैस सेक्टर का ऑपरेशन चलता रहेगा, इनसे जुड़ीं ट्रांसपोर्टेशन, डिस्ट्रिब्यूशन, स्टोरेज और रिटेल से जुड़ी गतिविधियां चलती रहेंगी
इन-इन चीजों के ट्रांसपोर्टेशन को छूट
-गुड्स/कार्गो के लोडिंग-अनलोडिंग के काम को छूट
-जरूरी सामानों जैसे पेट्रोलियम और एलपीजी प्रोडक्ट्स, दवाओं, खाद्य सामग्रियों के ट्रांसपोर्टेशन को इजाजत रहेगी
-सभी ट्रकों और गुड्स/कैरियर वीइकल्स को छूट रहेगी, एक ट्रक में 2 ड्राइवरों और एक हेल्पर की इजाजत
– इस बार ट्रकों के मरम्मत की दुकानों को भी छूट, हाईवेज पर ढाबे भी खुले रहेंगे ताकि ट्रकर्स को दिक्कत न हो
-रेलवे की मालगाड़ियों को छूट बरकरार
– सभी जरूरी सामानों की सप्लाई चेन की इजाजत
दुकानें जिनको छूट
– किराना की दुकानों, राशन की दुकानों, फल, सब्जी, मीट, मछली, पोल्ट्री, खाद्यान्न, डेयरी और मिल्क बूथ, मवेशियों के चारे की दुकानों को छूट बरकरार
– प्रिंट और इलेक्ट्रॉनिक मीडिया को छूट, डीटीएच और केबल सर्विस को भी छूट
-आईटी से जुड़ी कंपनियों को वर्कफोर्स के 50 प्रतिशत स्ट्रेंथ के साथ काम करने की इजाजत (जोखिम वाले क्षेत्रों के रूप चिह्नित इलाकों में नहीं)
– ई-कॉमर्स कंपनियों की गतिविधियों, इनके ऑपरेटरों की गाड़ियों को छूट, इसके लिए इजाजत लेनी होगी
सरकारी काम में लगे कॉल सेंटरों को भी छूट
– सरकारी काम में लगीं डेटा और कॉल सेंटर सर्विसेज को इजाजत
-प्राइवेट सिक्यॉरिटी सर्विसेज को इजाजत
केंद्र सरकार के सभी दफ्तर खुले रहेंगे
– सरकार ने साफ-साफ कहा है कि सभी केंद्रीय कार्यालयों में डेप्युटी सेक्रटरी से ऊपर के अधिकारी की सौ फीसदी उपस्थिति रहेगी, जबकि अवर सचिव से नीचे के कर्मचारी की उपस्थिति जरूरत के हिसाब से 33 के आस पास होनी चाहिए।
राज्यों में भी 33 प्रतिशत उपस्थिति के साथ सरकारी दफ्तर खोलने के निर्देश
उधर राज्यों और केन्द्र शासित राज्यों को भी निर्देश दिया गया है कि ग्रुप ए और बी सर्विसेस को छोड़कर नीचे के कर्मचारियों को आवश्यकतानुसार 33 फीसदी तक ही बुलाएं।
WHAT’S CLOSED DURING LOCKDOWN 2.0
- All domestic and international air travel for the general public; all passenger trains; bus transport; and metro rail services will remain closed.
- Taxis, including auto-rickshaws and cycle rickshaws, and services of cab aggregators will not operate during the extended lockdown.
- All social, political, sports, entertainment, academic, cultural and religious activities also stand suspended.
- All religious places of worship will be closed for public during the lockdown. In the case of funerals, the congregation of more than 20 persons will not be permitted.
- To mitigate hardship, select additional activities have been allowed from April 20. However, states or UTs will separately take the final call on the relaxation of curbs. PM Modi on Tuesday had also said that areas with no coronavirus cases could be exempted some restrictions from April 20.
- All education institutes will remain shut.
- All social, political, sports, cultural, academic, entertainment and religious gatherings are prohibited.
