Uttarakhand Five Star Villages Scheme Implementation Process

The Department of Posts has launched a scheme known as Five Star Villages. This will mainly help public awareness and access to postal products and services in remote villages. Under this scheme, especially all postal products and services will be made available at the village level and marketed and promoted.

How will the five-star plan work?

Under the Five Star scheme, if a village participates in any of the four products in the above list, then that village will be given Four Star status.

Rating System: One Scheme is equal to one star of rating. Therefore, if a village attains universal coverage for four schemes from the above list, then that village gets four-star status and so on.

Under this scheme, a village will be assigned to a team of five Gramin Dak Sevaks. They will have the responsibility to sell all products, savings and insurance schemes in the villages. The team will be headed by the branch post master of the branch office concerned.

The scheme seeks to bridge the gaps in public awareness and reach of postal products and services, especially in interior villages.

The schemes covered under the Five Star scheme include:

  1. Savings Bank accounts, Recurrent Deposit Accounts, NSC / KVP certificates,
  2. Sukanya Samridhi Accounts/ PPF Accounts,
  3. Funded Post Office Savings Account linked India Post Payments Bank Accounts,
  4. Postal Life Insurance Policy/Rural Postal Life Insurance Policy and
  5. Pradhan Mantri Suraksha Bima Yojana Account / Pradhan Mantri Jeevan Jyoti Bima Yojana Account.

If a village attains universal coverage for four schemes from the above list, then that village gets four-star status; if a village completes three schemes, then that village get three-star status and so on.

  • Implemented by: A team of five Gramin Dak Sevaks. They will be assigned a village for marketing of all products, savings and insurance schemes.

  • The scheme is being launched on pilot basis in Maharashtra. Based on the experience, it will be implemented nation-wide.

Launch of Uttarakhand Five Star Village Postal Scheme: Who launched Five Star Villages scheme?

The Union Minister of State for Communication Sanjay Dhotre launched five star village postal scheme to ensure the universal coverage of flagship postal schemes in Dehradun yesterday for rural areas of Uttarakhand.

He also distributed Sukanya Samridhi Yojana passbooks, checkbooks, ATM Cards and saving bank passbooks to the beneficiaries of senior citizens welfare fund schemes. State Minister of Communication also chaired the review meeting of Uttarakhand Postal circle at Dehradun’s General Post Office.

An official said, “We have identified fifty villages and each household of these village will be brought under the five different schemes like Postal Life Insurance (PLI), Pradhan Mantri Suraksha Bima Yojana (PMSBY), India Post Payment Bank (IPPB), Public Provident Fund (PPF), and Sukanya Samirdhi Yojana.”

  • It is not necessary that all rural areas take part in the five schemes. The village can also participate in four of these five schemes and can also participate in 3 schemes. In this situation, the village will be given 4 star or 3 star status.
