DoT launches portal to track lost/stolen phones, Mobile lost complaint letter to police: Mobile phone users in Delhi-NCR will now find it easier to trace or block their lost or stolen devices. The Department of Telecommunications (DoT) has launched the Central Equipment Identity Register (CEIR) portal that will enable blocking as well as tracing of stolen or lost mobile phones.

Minister for Communications Ravi Shankar Prasad on Friday unveiled a portal in Mumbai which will help mobile phone users trace their stolen or lost mobile phones.

Summary: Department of Telecommunications (DoT) has come to the rescue of the people who have their mobile phones lost or stolen. A project called Central Equipment Identity Register (CEIR) has been undertaken by DoT for this purpose. This project is aimed at blocking of reported lost or stolen mobile phones across mobile networks, discouraging their theft, as well as facilitating in tracing of such phones.

To file a complaint on the documents portal www.ceir.gov.in for filing a complaint, you must have a copy of the FIR lodged with the police and your identity card and your phone bill. Based on this, the mobile will be blocked. If someone has used this phone, then it can be found based on the tower signal.

Citizens can register their request on https://ceir.gov.in/ along with the copy of FIR to block the IMEI number of their lost/stolen device. The request ID can be used to track the status of your request and unblock the IMEI number in future.

The Central Equipment Identity Register or CEIR, which was launched for Mumbai in September 2019, is now officially open for those residing in Delhi-NCR region.

Through KYM, you can check the validity of your mobile device even before buying it. IMEI is written on the mobile packaging box. It could be found on the mobile bill/invoice. From your mobile you can check the IMEI number by dialling *#06#, IMEI number will be shown on mobile screen. If the status of the mobile is shown as Black-listed, duplicate or already in use, please avoid buying the mobile. KYM could be used through any of the following 3 methods.

Through SMS

  • You have to type KYM < 15 digit IMEI number > from your mobile and send it to 14422. The status of the phone will be on your screen.

Through KYM App

  • You can check the status of your mobile by entering IMEI number in KYM app.

Through Official Web Portal

Step 1- Visit the Official Website of CEIR Portal i.e. ceir.gov.in.

Step 2- On the Homepage, you will see the “here” option under web portal option.

Step 3- The C-DOT CEIR IMEI Verification page will be displayed on the screen.

Step 4- Now enter your mobile number.

Step 5- After this, You will receive an OTP and Enter that OTP

Step 6- Then you will be asked to enter the 15 digit IMEI number.

Step 7- Now, Enter the IMEI number.

Step 8- The status of the phone will be on your screen.

There are two ways to download CEIR know your customer mobile app which is as follows:

Through Google Play Store or Apple App Store

Step 1- Open Google Play Store or Apple App store on your mobile

Step 2- Go to the search option and type KYM- Know Your Mobile App

Step 3- Now click on the install button the app will be downloaded in the background

Step 4- Open the app and enter the IMEI number.

Procedure to Track Stolen/ Lost Mobile Phone 2021: How to file a complaint?

How to Register Complaint Online when Mobile Phone Lost or Stolen | Apply/Track @ ceir.gov.in Official Portal: If your mobile phone gets stolen or lost, you will first have to file a First Information Report (FIR) with the police and then inform DoT about the incident through a helpline number 14422. After verification, DoT will blacklist the phone, blocking it from further use. In addition to this, if anyone tries to use the device using a different SIM, the service provider will identify the new user and inform the police, according to a report by Livemint. This service is currently being rolled out in Maharashtra on a pilot basis. How will this CEIR Scheme portal works in case a mobile phone is stolen or lost:-

Step 1- Firstly the person whose mobile phone is list will have to file an FIR in the nearest Police Station.

Step 2- Then the person will have to inform DoT via helpline number 14422.

Step 3- After a police complaint, DoT will blacklist the IMEI number.

Step 4- This would result in the handset being blocked to access any mobile network in the future.

Procedure to Block The Mobile Phone: Mobile lost complaint online India

There are three ways through which you can block your mobile handset through the central equipment investigation register such as:-

Through Online Registration Form

The official website url is http://www.ceir.gov.in and it relies on the International Mobile Equipment Identity or IMEI number to help with tracking. Do keep in mind that one has to file a First Information Report (FIR) after the device is lost or stolen, in order to carry out the steps.

Here are steps for blocking a mobile using the CEIR portal

Step 1- A user can block the device by following these steps as listed on the CEIR website.

Step 2- First, they have to submit an FIR with the police about their smartphone or mobile being lost or stolen. A copy of that report should be kept by the concerned user as this will be required for filling up the form on the website eventually. Users should also get their duplicate SIM card from the telecom service provider.

Step 3- Some documents are needed before filling up the form on the lost mobile portal. These are copy of police report, identity proof and if possible the mobile purchase invoice.

Step 4- After this, users have to fill out the request registration form for blocking the IMEI number of the lost/stolen phone. The attachments should include all the required documents mentioned above. Click here to go to the form.

Step 5- The form requires your primary mobile phone number, and the second one as well if you have one. If you have a dual-SIM phone, you will have to enter the IMEI  number for both as well. You can check the IMEI number from the retail box of the device if you still have it.

Step 6- IMEI number can be checked from the mobile by dialing *#06# from your device. It is best to note down the number someplace safe for future, in case you do lose the mobile and you don’t have the retail box.

Step 7- The brand name, the device mobile number and mobile purchase invoice also needed to be uploaded in this form.

Step 8- A user also needs to give lost information, including where the device was lost, police complaint number and state, date when it was lost and upload a copy of the FIR report. This is compulsory information.

Step 9- A mobile phone owner then needs to give their details, including name, address, mobile number, a valid ID proof such as Aadhaar, PAN Card, Voter ID, Driving License, etc.

Step 10- After submitting the form, you will be given a Request ID. The same can be used for checking the status of your request and for unblocking the IMEI in future.

  • Through TSP’s specified customer outlets.
  • Through State Police.

What happens after the user blocks their phone’s IMEI?

After the successful submission of a blocking request, the user’s phone is blocked within 24 hours. After the phone has been blocked, it cannot be used on any network across India.

Note: This does not prevent the police from tracking the lost/stolen phone.

How to unblock an IMEI number after you have found it?

Procedure to Unblock Find Mobile: If you find your stolen device, the user will have to first report to the local police the same. After that the user can unblock by submitting another form on the website. After submitting the form, the IMEI will be unblocked. This could take some time, and users will have to check the status on the CEIR website itself.

Step 3- A drop-down list will appear on the screen from where you have to select the Un-Block found mobile option

Step 5- Now, you have to enter the details such as to request ID, the mobile number you provide while blocking, a reason to unblock and mobile number for OTP.

Step 6- After this, Select GET OTP option and you will receive an OTP via SMS.

Step 7- Enter the OTP and click the “submit” option to submit the request.

What is CEIR?

A Central Equipment Identity Register is a database of the IMEI numbers of blacklisted handsets. In case a device ESN or IMEI number is listed on CEIR, then it will not work on member service provider networks. This means if a person’s mobile is stolen, then user can make a report to put their IMEI no. entered into CEIR. This will make device unusable in any network in case of stolen / lost mobile phone.

IMEI number

IMEI number is a unique number, which is given to every mobile. If your phone is stolen, you will need an IMEI number while filing an FIR at the police station. Its full form is the International Mobile Equipment Identity (IMEI) number. If your mobile has been stolen, you can take it from your mobile phone bill and its box as well. But it should never be shared with any outsider. Apart from this, by dialing * # 06 # in the phone beforehand, you can also note the IMEI number.
