Biju Pakka Ghar Yojana Online Registration Process

The Biju Pakka Ghar Yojana was launched by the Chief Minister of Odisha State, with the motive to provide a pakka house to the people living in the kaccha house in the Odisha State. The main objective of the scheme is to convert all Kutcha houses to Pucca houses in rural houses of the state in a fixed time frame. A Pucca house means that it should be able to withstand normal wear and tear due to usage and natural forces including climatic conditions. Through the implementation of this scheme, pucca houses will be provided to all of the people who are still living in kutcha houses.

Procedure to Apply Online Biju Pakka Ghar Yojana Application Form 2023

Step 1- Visit the Official Website of Biju Pakka Ghar Yojana i.e. rhodisha.gov.in.

Step 2- On the Homepage, Click on the Option “Application Form” link.

ABOUT SCHEME
Biju Pakka Ghar Yojana 2022: Online Application Form PDF Download – Biju Pucca Ghar Yojana is the State’s own flagship programme. The scheme was launched during the financial year, 2014-15 replacing the old scheme “MO-KUDIA YOJANA” with a view to achieving the objective of converting all the kutcha houses to pucca houses.

To provide adequate and hygienic living conditions to the people of the state, the Odisha government launched the Biju Pucca Ghar Yojana in 2014. The intent was to provide all the rural kutcha home dwellers with a pucca home. These units, that have an expected life of 30 years, qualify as a pucca house.

The BPGY has two components:

  1. BPGY (Normal)
  2. BPGY (Special)

Biju Pucca Ghar Yojana(Normal):

Expenditures like payment of incentive to beneficiaries of both PMAY (G) and BPGY for early completion of house, Award of excellence, Preparation of IEC material, Training of officials, Cost of engraved Logo etc. are met out of this Component.

Biju Pucca Ghar Yojana(Special):

Under this component houses are sanctioned to the following categories of beneficiaries

    • Rural households affected by natural / man-made calamities like fire, flood, cyclone, earthquake, elephant menace, communal violence, major law and order problem etc.
    • Victim of River, Sea/ inundation, Re-location due to implementation of Govt. Projects etc.
    • Beneficiaries of Scheduled Tribe and others traditional forest dweller (Recognition of forest Right) Act, 2006.
    • People affected by Occupational diseases like silicosis, Asbestos and over use of pesticides.
    • Extremely poor, vulnerable and deserving households who need pucca house but could not be selected under other housing schemes.

Beneficiaries of Biju pakka Ghar Yojana

  • Those persons whose houses have been fully or partially damaged by some natural or man-made calamity
  • Victims of rivers/sea inundation
  • Beneficiaries of the scheduled tribe and other traditional forest dwellers act 2006
  • People affected by occupational disease
  • Extremely poor, vulnerable and deserving households
  • SECC 2011 registered kaccha households.

Pucca House Characteristics Specification of the Houses

  • Material – These house have foundation, floor, wall, roof of permanent material concreate and cement.
  • Roof Material – GCI Sheets, Tiles, asbestos cement sheet, RBC and RCC etc. GIC sheet (Gulvanized Corrugated Iron), RBC (Reinforced Brick Concrete), RCC (Reinforced Cement Concrete).
  • Wall Material – Fly ash, burnt bricks, packed with lime or cement, stones and others.
  • Life time – The expected life of structure must be min 30 years which clearly defines its name “Pucca House”.

Installment Pattern

All the above Rural Housing Schemes follow an uniform Instalment Pattern.

The unit cost of each house is Rs. 1,30,000/- for 18 IAP Districts and Rs. 1,20,000/- for 12 Non-IAP Districts. In addition to the above financial assistance, beneficiary is entitled for 90 and 95 person days in Non-IAP & IAP Districts respectively as labour component under MGNREGS. Besides, Rs.12,000/-assistance for construction of toilet under Swachha Bharat Mission is also sanctioned to the beneficiary.

No middle man is allowed to construct the house for the beneficiary. The funds are released in four instalments through direct funds transfer mode to the beneficiary’s account from the nodal State account in following manner:-

Selection Procedure

BPGY (Normal) –

  • Selection of beneficiaries from this list through lottery conducted in a fair and transparent manner.
  • Additional detailed procedure for conduct of lottery may be communicated by Panchayati Raj Department separately.
  • The lottery will be conducted at GP headquarters. If for some reason, the lottery cannot be conducted at the GP headquarters, then it can be conducted at Block Headquarters by the BDO.

BPGY (Special) –

  • The selection of beneficiaries for BPGY (Special) will be done by a District Level Committee (DLC) consisting of District Collector, Hon’ble MPs of District, Hon’ble MLAs of the district, President Zilla Parishad, PD, DRDA-cum-EO, ZP.
  • The District Level Committee will approve the list after which it will be communicated to the BDOs by the District Collector.

Fund Allocation

Biju Pucca Ghar Yojana (BPGY) is a State Plan Scheme funded by the State Government.  The Total budget allocation for a financial year will be distributed between two components i.e. BPGY (Normal) & BPGY (Special) at the ratio of 90:10.

  • The main aim of Biju Pucca Ghar Yojana is to provide houses to poor and converting all Kutcha Houses to Pucca Houses in rural areas. Housing is the fundamental human need which is the basic requirement for survival.
  • Biju Pucca Ghar (Special) has provision of houses to the people/families affected due to natural/man made calamities like fire, flood, cyclone, earth quake, elephant menace, communal violence, LWE violence, major law and order problems, etc. This Scheme will definitely play an important role in improving the living standards of the rural and urban areas of poor people.
