Procedure to Apply Online Bihar Property Registry Application Process 2021

Step 1- Visit the Official Website of Bihar Property Registration i.e. registration.bih.nic.in.

Step 2- On the Homepage, the option of ‘ e-services ‘ will appear on your screen, on which you have to click.

Step 3- After clicking on the option of e-services, you will see the option of ‘Land Registration’ on which you have to click.

Step 3- The login page will be displayed on the screen.

Step 4- On this page, you have to enter your email ID and phone number to create your login ID.

Step 5- After this, an OTP will be received on your mobile number or email ID and you can verify your account by filling the OTP.

Step 6- Then login. After logging in, a form will show on the screen.

Step 7- Read this form carefully and all the information has to be filled the correctly.

The history of registration in Bihar dates back to later part of the 18th century after the Regulation XXXVI of 1793 came into force by which an office for the registration of deeds at the sadar station of each zila and in the city of Patna was established. By regulation XXXIX of 1793, a Kazi-ul-Kazat was appointed for the whole of Bengal, Bihar and Orissa and Kazis for several districts and their duties were prescribed.

Section 25 of the Bihar Registration Act

As per Section 25 of the Bihar Registration Act, the document expected for registering a property deed has to be furnished within four months from the date of property registration to the respective Registrar officer. In case of violating on preceding, a fine is imposed to ten times of the value of the property registration fee.

You can pay the fees in 2 ways.

  • First offline turn and second online turn. In offline mode, you print out and remove your registration form. And show this form in the bank, your money will be deducted from your account.
  • Second, you can deposit the fees in online mode, for this you will have to go to the portal and collect the fees, in this you will be able to deposit the payment through your credit card. For this, you have to follow some procedure. The money will be transferred from your account. And through the e-seva portal, you will be asked to submit to the registry office through your e-mail or message.

People no longer need to be worried about mutation (filing and dismissal). The government will now do this work on its own. Now no one will have to apply for filing and dismissal. The process of mutation will start automatically as soon as the registry of house, shop, flat, farm, land, etc. is registered.

The Department of Registration and Revenue is going to start the system of ‘Suomoto mutation’ from this month. Not only this, the zone or other officials will not be able to dispose of the latter by hanging the earlier application. Whose registry will have to be mutated first? However, the online facility for mutation of old documents will continue as usual.

The state government has taken a big step to eliminate the root cause of land disputes. With the help of software, the registration and zonal office will be added online within seven days. For registration of land, the ryot will not need to apply online. As soon as the registry of the land is done, the deed (document) will go in the pdf format in the login of the Circle Officer. The CO will start the mutation process immediately.

Some of the important provisions of this Act were:

  1. The fixing of a period within which a document was to be presented for registration after its execution,
  2. Provision for keeping four register books
  3. Provision for keeping two additional book in Registrar’s Office-one for sealed covers containing wills and authorities to adopt and another for wills and authorities to adopt registered,
  4. Provision for making an abstract in duplicate of every registered document affecting the immovable property which were to be sent to the District Registrar and to the Inspector general of Registration.

Then came the present Act, i.e., the Act of 1908. It was a consolidating Act. It came into force with effect from 1st-January-1909. Since its coming into force, many Central and State amendments were made in it.

The last Central Amendment was made by the Registration and Other Related Laws (Amendment) Act, 2001. Some of the important features of this Amendment Act are –

  1. Provision for keeping the registration record in electronic form,
  2. Provision for affixing of photograph and finger prints of parties,
  3. Provision for making the deeds of sale compulsorily registerable.
